According to a number of recent news articles you may have missed, the Salvation Army has begun testing (ironically, in the South) motorized, nonhuman, robotic bell ringers. The 'American institution' you reference is gone regardless, even at the hands of the institution-makers themselves.
Having personally BEEN a Salvation Army bell ringer, the irony of this is impossible to ignore.
