i remember in 1974 after a tornado struck down trees, blew off roofs, and played havoc on the campus of hanover college in southern indiana, the national guard prevented persons from entering unless they had good cause to be on campus or, if i remember correctly, in the town of hanover itself.
individuals could not just drive into the area; therefore, no looting was possible if not by those already in the area...
